The cost can rise further when the buyer selects a packaging style that is not commonly stocked. Custom molds, specialized glass shapes, imported pumps, or higher-grade dispensing systems all change the economics of the project.
This is why I always look at the formula and packaging together. A buyer may spend months negotiating ten or twenty cents out of the formula while selecting a bottle that adds fifty cents or more to the finished product. Commercially, the packaging decision can sometimes have a larger impact on margin than the formulation adjustment.
Decoration and Printing Create Another Cost Layer
The same bottle can have very different prices depending on how it is decorated. A simple pressure-sensitive label is usually less expensive than silk-screen printing, hot stamping, UV printing, gradient spraying, electroplating, frosting, or multi-color decoration.
Each process has setup costs, labor requirements, material loss, and minimum production quantities. More complicated decoration also increases quality-control requirements because color consistency, registration, adhesion, scratches, and surface defects all need to be checked.
For premium brands, these processes may be worth the additional cost because packaging presentation supports a higher retail position. For a brand testing a new SKU, however, a simpler decoration method may preserve more working capital without materially reducing the product’s commercial appeal.
The Carton Is Not Just a Small Extra Cost
Secondary packaging is sometimes treated as a minor detail, but it can also change the final unit cost. A standard folding carton with basic printing is relatively economical, while premium paper, foil stamping, embossing, special coatings, internal trays, inserts, or more complex structural designs can increase both unit price and setup cost.
The carton also affects packing efficiency, shipping volume, and protection. A visually impressive box that is oversized for the bottle can increase carton size, outer-case dimensions, and freight cost. I therefore prefer to evaluate the carton as part of the overall product system rather than only as a branding element.
Testing and Documentation May or May Not Be Included
Another reason quotations differ is that manufacturers do not always include the same level of testing and documentation. One quotation may cover only the finished serum and packaging, while another may include stability testing, microbiological testing, packaging compatibility work, additional certificates, document preparation, or support for export-market requirements.
The difference can be especially important for brands selling into the US, UK, EU, or other regulated markets. Depending on the project, the buyer may need INCI information, specifications, COA, SDS, microbiological data, challenge testing, stability information, or additional supporting documentation.
I would never assume these items are included simply because the supplier says it offers “regulatory support.” The quotation should make clear which tests and documents are included, which require additional cost, and which responsibilities remain with the brand or responsible party.
Production Quantity Changes the Cost Structure
Order quantity has a direct effect on the final unit price because many manufacturing and packaging costs are spread across the production run. The same formula, bottle, and carton may cost noticeably more at 1,000 units than at 5,000 or 10,000 units because setup, production loss, labor, printing, and packaging procurement become more efficient at higher quantities.
This is especially true for custom packaging. A bottle supplier may quote a relatively high price at 1,000 pieces because the production line still requires the same setup work as a much larger run. Once the order volume increases, those fixed costs are spread across more units.
From a buyer’s perspective, however, the lowest unit price is not always the best commercial decision. Ordering 10,000 units to save twenty cents per bottle may create unnecessary inventory risk if the product has not yet been validated in the market. I would rather see a brand choose a production quantity that fits realistic sales expectations than chase the lowest possible factory price.
Logistics Can Change the Real Landed Cost
The factory price is only part of the final commercial cost. Freight, export handling, duties, customs clearance, local delivery, and shipping method can significantly affect the landed cost, especially for glass packaging or products with relatively heavy cartons.
A serum that looks cheaper on an EXW quotation may become more expensive after shipping if the packaging is heavier or less space-efficient. Air freight can also completely change the economics of a small order, while sea freight becomes more efficient at larger volumes.
This is why I encourage buyers to evaluate landed cost rather than factory price alone whenever possible. A product does not generate margin at the factory gate; it generates margin after it reaches the warehouse and is ready to sell.
Why Two 30 mL Serum Quotations Can Be Very Different
Two suppliers may both quote a “30 mL private label serum,” but one quotation could include an existing formula, standard bottle, adhesive label, basic carton, and no additional testing. The other could include a semi-custom active formula, premium airless packaging, silk-screen printing, upgraded carton material, packaging compatibility work, and more extensive documentation.
On a spreadsheet, the comparison may appear to be $1.95 versus $2.35. In reality, the two suppliers may not be quoting the same project at all.
This is why I think the most useful question is not, “Why are you forty cents more expensive?” The better question is, “What exactly is included in the $1.95 and the $2.35?”
Compare Scope Before Comparing Price
When evaluating serum quotations, I would compare the scope in the same order every time: the formula structure, active concentration, bottle specification, decoration process, carton, testing, documentation, quantity, and logistics assumptions. Once those elements are aligned, the unit price becomes much more meaningful.
The cheapest quotation can still be the right choice, but only when it is genuinely based on the same product specification. If one supplier is quoting a simpler formula or packaging system, the lower price may reflect a different product rather than better manufacturing efficiency.
For me, the most useful way to evaluate private label serum cost is therefore to treat the quotation as a complete commercial structure rather than a single number. Price only becomes meaningful when the buyer understands exactly what is being purchased.
Packaging Is Often the Hidden Bottleneck in Serum Manufacturing
In serum manufacturing, formula development often gets most of the attention, but packaging is frequently the part that determines whether a project launches on time. A buyer may approve a serum sample quickly and assume production can begin almost immediately, yet the bottle, pump, decoration, carton, and compatibility work may still be unresolved. From a manufacturing perspective, packaging is not simply a visual choice. It affects MOQ, lead time, filling efficiency, formula protection, dispensing performance, shipping risk, and final product positioning. This is why a formula sample approved in 10 days does not necessarily mean the finished product can launch in 10 days.
Glass Dropper Bottles Are Familiar but Not Always the Simplest Option
Glass dropper bottles remain one of the most common choices for facial serums because they are familiar to consumers and can support both mass-market and premium positioning. Standard clear, amber, frosted, or colored glass options are widely available, which can make them relatively practical for private label projects using stock packaging.
The complexity increases when the buyer wants a specific bottle color, heavier glass, custom shape, special collar, or premium dropper structure. These changes can introduce higher MOQs and longer production times. I also pay attention to whether the formula’s viscosity works properly with the pipette and whether the dropper delivers the amount the buyer expects. A bottle can look attractive in a rendering but still create a poor user experience if the serum is too thick, too thin, or difficult to draw consistently.
Airless Pumps Can Improve Protection but Require Compatibility Work
Airless packaging is often selected for premium or oxidation-sensitive serum concepts because it can reduce repeated air exposure during use and create a cleaner dispensing experience. It can also support a more professional visual position than a traditional dropper bottle.
However, airless pumps are not automatically suitable for every formula. The pump mechanism, internal bag or piston structure, formula viscosity, fill method, and required dose all need to work together. A serum that dispenses correctly in a laboratory sample container may behave differently in the final airless system. For this reason, I prefer to confirm the actual pump with the approved formula before mass production rather than selecting the packaging only from a catalogue image.
PET Packaging Can Be More Practical for E-Commerce Projects
PET and other plastic packaging can offer important advantages for e-commerce brands because it is lighter, less fragile, and often more economical to ship than glass. This can reduce breakage risk during fulfillment and lower freight costs, particularly for brands shipping individual products directly to consumers.
The trade-off is that the packaging still needs to match the formula and brand position. A lightweight PET bottle may be commercially practical but may not support the same premium perception as heavy glass. I therefore see packaging selection as a balance between aesthetics, cost, transport risk, and product protection rather than a simple question of whether glass or plastic is “better.”
Transparent and Opaque Packaging Serve Different Formula Needs
Transparent packaging allows the consumer to see the serum color and remaining product level, which can be visually attractive for clear, blue, amber, or other distinctive formulations. However, not every active system benefits from light exposure.
For formulas containing ingredients that are more sensitive to light or oxidation, opaque, amber, UV-protective, or airless packaging may be more appropriate. This becomes especially relevant with certain retinoids, antioxidant systems, and other less stable active ingredients. From a product-development perspective, I would rather adjust the packaging to protect the formula than choose a transparent bottle purely because it looks better in marketing images.
Oxidation-Sensitive Formulas Make Packaging Part of the Formula Strategy
Some serum projects cannot be separated into “formula first, packaging later.” If the product contains oxidation-sensitive actives, packaging choice becomes part of the stability strategy from the beginning. Air exposure, light transmission, headspace, closure quality, and dispensing frequency can all affect how the product behaves over time.
This is why I consider packaging compatibility especially important for retinoid, Vitamin C, peptide, and other active-led serums. The buyer should not assume that the same bottle can be used across every formula in a product line. A packaging system that works well for a basic hydrating serum may not be the best choice for a more sensitive active formula.
Printing Adds More Lead Time Than Many Buyers Expect
Once the bottle itself is confirmed, decoration introduces another layer of production. Simple labels are usually faster and more flexible, while direct printing requires additional setup, artwork approval, color matching, and production control.
Silk-screen printing, UV printing, hot stamping, and multi-color decoration can all increase lead time because the packaging supplier has to prepare screens, fixtures, inks, and test samples before the main run begins. Small artwork changes can therefore have a larger scheduling impact than buyers expect. I usually recommend approving the final bottle dimensions and print area before the artwork is finalized, because changing the packaging later can force the design work to be repeated.
Spraying and Color Coating Can Become a Separate Production Project
Custom spray colors are popular because they allow brands to create distinctive packaging without developing a completely new bottle mold. Matte finishes, gradients, translucent colors, and custom Pantone shades can all create a stronger shelf presence.
At the same time, spraying adds another supplier, another production process, and another quality-control point. Color consistency, surface adhesion, scratches, and batch variation need to be checked. A buyer may approve the serum quickly but spend additional time confirming the sprayed bottle sample before mass production. This is one of the reasons packaging often becomes the real critical path.
Electroplating Creates Premium Effects but Adds Complexity
Electroplated collars, caps, pumps, and decorative components can create a metallic or luxury appearance, but they also introduce additional production steps. The color, surface finish, adhesion, and compatibility with other packaging components all need to be controlled.
I usually see electroplating as more suitable for brands that already have a clear premium positioning and enough volume to justify the added cost and lead time. For a small market test, simpler decoration may be commercially more efficient. The most expensive packaging process does not automatically create the strongest product; it has to fit the retail price and expected sales model.
Custom Molds Require a Different Development Timeline
A custom bottle mold is fundamentally different from decorating an existing stock bottle. It requires industrial design, technical drawings, mold development, prototype or pilot samples, fit testing, and then mass production. The tooling cost and MOQ are also much higher.
For established brands planning significant volume, a custom mold can create strong differentiation and protect the visual identity of the product. For a smaller brand launching its first serum, it can consume too much time and capital before the market has been validated. From a manufacturing perspective, I would normally recommend stock or semi-custom packaging for early-stage launches unless the packaging itself is central to the brand strategy.
Carton Production Should Follow the Final Bottle, Not Lead It
The carton is often considered the easy part, but it should only be finalized after the bottle, pump, cap, and final dimensions are confirmed. If the primary packaging changes after the carton structure has been approved, the dieline may no longer fit properly and the box may need to be redesigned.
Carton production can also involve its own lead time when the buyer wants foil stamping, embossing, textured paper, internal trays, inserts, or special coatings. The more complex the carton, the more important it becomes to coordinate its timing with the bottle and formula. I prefer to see carton production as the final packaging layer rather than an independent design project.
Why Packaging Often Controls the Real Launch Date
In a real serum project, the formula, bottle, decoration, pump, label, carton, testing, and production schedule all need to converge before filling can begin. A delay in any one of these components can hold up the entire order. This is why a formula sample approved in 10 days does not mean the finished serum can launch in 10 days.
The more customized the packaging becomes, the more likely it is to determine the actual project timeline. For buyers, the practical lesson is to evaluate packaging early, not after the formula is finished. The strongest manufacturing projects develop the serum and packaging in parallel so that compatibility, MOQ, artwork, decoration, and production timing are aligned before the order reaches the filling line.
In my view, packaging is often the hidden bottleneck because it sits at the intersection of design, formulation, supplier MOQ, production lead time, and commercial positioning. Buyers who treat it as part of the product-development system rather than a final cosmetic choice are usually better positioned to avoid delays and unexpected costs.
What Documents Should You Ask a Chinese Serum Manufacturer For?
When I review a face serum project for an international buyer, I do not think of documentation as something to collect only after the formula has been approved. The documents available from the manufacturer help determine whether the product can be evaluated properly, whether the buyer can complete its own regulatory work, and whether future production can be controlled consistently. The exact document package will vary by formula, destination market, claims, and business model, but a serious buyer should understand what information exists before committing to mass production. A factory may be perfectly capable of manufacturing a serum while still being unable to provide every document the buyer expects, so this needs to be clarified early rather than assumed.
Full INCI Ingredient List
The full INCI list is one of the most fundamental pieces of product information because it identifies the cosmetic ingredients used in the finished formula according to standardized naming conventions. I consider this essential not only for label preparation, but also for regulatory review, claims evaluation, safety assessment, and comparison with the formula that was originally approved during development.
For a private label project, I would confirm whether the manufacturer can provide the complete finished-product INCI rather than only a simplified marketing ingredient list. A product page may highlight PDRN, peptides, niacinamide, or hyaluronic acid, but the actual regulatory ingredient declaration must reflect the complete formulation. If the formula changes during development, the INCI should also be updated so that the final label is based on the approved production formula rather than an earlier sample version.
Product Specification
A product specification helps convert a subjective sample approval into measurable production expectations. Depending on the serum, it may include information such as appearance, color, odor, pH, viscosity, microbiological limits, fill weight or volume, and other relevant physical or chemical parameters.
From a manufacturing perspective, I consider this particularly important for repeat orders. Saying that the second production batch should “feel the same” as the first is not a strong quality standard. A specification gives the manufacturer and buyer a clearer reference point for determining whether each batch remains within the agreed range. This becomes increasingly valuable as a brand scales and production is repeated over several years.
Certificate of Analysis
A Certificate of Analysis, or COA, is typically linked to a specific production batch and reports whether that batch meets selected specification requirements. The exact contents vary between manufacturers, but it may include physical characteristics, pH, microbiological results, or other agreed test parameters.
I would not treat a COA as proof of every possible safety or efficacy question surrounding the product. Its main value is batch-specific quality confirmation. Buyers should also clarify whether the manufacturer issues a finished-product COA automatically with each production batch or only upon request, because practices differ between factories.
SDS Where Applicable
An SDS, or Safety Data Sheet, may be requested for logistical, workplace, raw-material, or transportation purposes, depending on the nature of the product and the market involved. In cosmetics sourcing, I often see buyers ask for an “MSDS” automatically, even when they are not completely clear about what they need it for.
The important point is to distinguish between documentation for raw materials and documentation for the finished cosmetic product. Not every document serves the same regulatory purpose, and an SDS does not replace a product safety assessment, ingredient declaration, or finished-product specification. I would therefore first identify why the document is required, then confirm whether the manufacturer can provide the appropriate version for that use.
Microbiological Test Information
Microbiological control is particularly relevant for water-based facial serums because the finished product needs to remain within acceptable microbiological limits throughout manufacturing and intended use. Depending on the project, the buyer may ask for routine finished-product microbial results as well as more specific preservative-efficacy or challenge-testing information.
I consider it important to distinguish these two concepts. A routine microbiological test provides information about the microbial condition of a particular sample or batch, while a preservative challenge test evaluates whether the preservative system can control deliberately introduced microorganisms under defined test conditions. They answer different questions, so buyers should not assume that receiving one automatically replaces the other.
Stability Information
Stability information helps the buyer understand whether the formula is expected to maintain acceptable appearance, odor, viscosity, pH, and overall performance over time. Manufacturers may use accelerated stability testing, temperature cycling, storage at different temperatures, or other internal procedures depending on the formula and development stage.
In practice, I see stability as especially important for active-led serums because ingredients such as retinoids, Vitamin C systems, peptides, botanical extracts, and other sensitive materials may influence color, odor, or viscosity over time. The buyer should confirm what stability work has actually been completed, how long the product was observed, and whether the results apply to the final approved formula rather than an earlier development version.
Packaging Compatibility Information
Packaging compatibility is one of the documents or technical records I would pay particular attention to for serum projects. A stable formula is not enough if the selected pump leaks, the dropper performs inconsistently, the bottle material interacts with the formulation, or the product changes after being stored in the final package.
Depending on the manufacturer, packaging compatibility may be documented formally or maintained as part of internal development records. I would want to know whether the final formula has actually been evaluated in the final bottle, pump, or airless system, especially when the product contains oxidation-sensitive actives or uses more complex packaging. This is where formula development and packaging development need to meet.
GMP and ISO 22716 Documentation
Factory-level quality documents help a buyer evaluate the manufacturing system rather than one individual serum. ISO 22716 provides guidelines for the production, control, storage, and shipment of cosmetic products, and it remains the current ISO standard for cosmetic Good Manufacturing Practices.
If a manufacturer states that it operates under ISO 22716, GMPC, GMP, or another quality system, I would ask for the current certificate and check the legal entity name, facility address, issuing body, certification scope, and validity period. A certificate is useful evidence, but it should correspond to the facility actually manufacturing the serum. Buyers should not assume that a certification logo displayed on a website necessarily covers every factory, product category, or production site.
Relevant Raw-Material Information
For products built around more specialized actives, additional raw-material documentation may also become relevant. This can include supplier specifications, raw-material COAs, technical data, origin information, ingredient concentration data, or supporting materials related to a particular branded or patented active.
I find this especially useful when a serum’s positioning depends heavily on one ingredient. If a brand is building its product story around PDRN, a peptide complex, retinal, or another premium active, the buyer should understand what raw material is actually being used rather than relying only on the finished-product marketing name. The level of documentation available will differ by supplier and ingredient, so this should be discussed during formulation development.
Batch Records Where Commercially Appropriate
Batch manufacturing records are part of the manufacturer’s internal quality system and may contain sensitive production information, so buyers should not assume they will always receive complete copies. However, for larger or more structured projects, it may be commercially appropriate to agree on what production and batch information can be provided or retained for traceability.
From a supplier-management perspective, the important issue is whether the manufacturer can trace raw materials, production batches, filling records, inspection results, and finished goods when a quality question arises. Full internal manufacturing records may remain confidential, but the ability to demonstrate traceability becomes increasingly important for established brands and repeat production.
Factory Registration Is Not the Same as Product Approval
One of the areas where I see the most confusion is the phrase “FDA-approved cosmetic factory.” I would avoid using this language because it combines several different concepts that should remain separate.
Under the US Modernization of Cosmetics Regulation Act, manufacturers and processors that are required to do so must register cosmetic facilities with FDA and renew those registrations biennially, while responsible persons must list marketed cosmetic products and provide required updates. FDA explicitly states that cosmetic facility registration and product listing are not cosmetic approval programs, and FDA does not issue approval certificates simply because a facility is registered or a cosmetic product is listed.
This distinction matters for Chinese manufacturers selling to US brands. A factory may have an active FDA cosmetic facility registration, but that does not mean FDA has approved the factory’s serum formulas, confirmed the product claims, or certified that every product manufactured there complies with US law. Facility registration, product listing, finished-product compliance, labeling, safety substantiation, and the responsibilities of the US responsible person are related but separate issues.
The Document Package Should Match the Market and the Project
I do not recommend asking every manufacturer for the same large document bundle before the product brief is even clear. The more practical approach is to identify the destination market, formula type, claims, packaging, and sales channel first, then determine which documents are actually required for supplier qualification and market preparation.
For a relatively straightforward private label serum, the buyer may begin with the full INCI, product specification, batch COA, relevant microbiological and stability information, factory quality documentation, and packaging-related records. A more technically demanding or regulated project may require deeper raw-material support, additional testing, market-specific safety documentation, or more structured traceability.
The most important principle is that manufacturing capability and regulatory readiness are connected, but they are not the same thing. A manufacturer should be able to provide accurate product and production information, while the buyer and any responsible regulatory parties still need to determine what is required for the destination market. I would therefore evaluate a serum supplier not by how many certificates it can send in one email, but by whether the documents it provides are current, relevant, traceable to the actual product and factory, and useful for the commercial market where the serum will ultimately be sold.
How to Compare Face Serum Manufacturers Before Requesting Samples
Before requesting samples from several Chinese serum manufacturers, I think the most important thing is to make the comparison fair. If one factory receives a detailed brief, another receives only an ingredient name, and a third is asked to “recommend something popular,” the resulting samples and quotations will not be directly comparable. In practice, buyers often create confusion before sampling even begins because each supplier is solving a slightly different project. A better approach is to standardize the brief, send it to a limited shortlist, observe how each manufacturer responds, then compare samples and commercial terms under the same framework.
Step 1 — Create One Consistent Product Brief
I would start by preparing one clear product brief and using exactly the same core information for every shortlisted manufacturer. The brief should identify the target country because regulatory requirements, ingredient restrictions, labeling expectations, and documentation can vary significantly between the US, UK, EU, Middle East, and other markets. The sales channel also matters. An Amazon serum, a Shopify DTC product, a clinic-focused product, and a distributor-led retail line can require different packaging, pricing, claims, and replenishment strategies.
The product concept should explain what the serum is expected to achieve commercially rather than simply listing ingredients. Hero ingredients, preferred texture, fragrance direction, fill volume, target MOQ, target retail price, packaging direction, and expected launch date should all be included. I consider the target retail price particularly useful because it helps the manufacturer understand the intended product tier. A $19.99 serum and a $79 premium serum may both use peptides, but the acceptable raw-material cost, packaging quality, and level of formulation sophistication can be very different.
Step 2 — Send the Same Brief to Three to Five Shortlisted Manufacturers
Once the brief is clear, I would send it to approximately three to five manufacturers rather than contacting twenty factories at once. A smaller shortlist makes it easier to evaluate the quality of communication and prevents the sourcing process from becoming a collection of unrelated quotations.
Using the same brief also creates a much stronger comparison. If every supplier receives the same target market, serum concept, active direction, quantity, packaging requirement, and price positioning, differences in their responses become much more meaningful. One factory may immediately propose a mature formula, another may suggest modifying the ingredient system, and a third may explain that the requested packaging conflicts with the target MOQ. Those differences reveal how each supplier approaches the project.
Step 3 — Compare Their Questions, Not Only Their Answers
One of the strongest signals I look for is the quality of the questions a manufacturer asks. A competent supplier should not simply respond “yes, we can do it” to every requirement. If the brief contains unclear or conflicting information, the manufacturer should identify it.
For example, a buyer may request a premium glass airless bottle at an MOQ of 500 units, ask for several expensive actives, and still expect a very low target cost. A good manufacturer should explain which parts of that combination are realistic and which may need to change. If the formula includes sensitive ingredients, the supplier may ask about packaging opacity, pH, fragrance, or target claims. If the market is the EU or US, it may ask about the responsible party, desired documentation, or label requirements.
I often learn more from these questions than from the initial quotation. A supplier that identifies technical and commercial conflicts early is usually helping the buyer avoid problems later. A factory that agrees to everything without clarification may simply be postponing those problems until sampling or production.
Step 4 — Compare the Samples as Finished Product Candidates
When samples arrive, I would evaluate them as potential commercial products rather than only asking which one feels nicest in the first few seconds. Appearance, odor, texture, spreadability, absorption, residue, and overall sensory profile should all be considered in relation to the target market and retail positioning.
For example, a serum designed for an e-commerce audience may need to absorb quickly and layer well under sunscreen or makeup, while a professional skincare product may benefit from a slightly richer sensory profile. A fragrance-free formula should also be evaluated for the natural odor of the raw materials rather than assuming “no fragrance” means “no smell.”
Packaging interaction should also be considered wherever possible. A good laboratory formula can still become a poor finished product if it drips around the bottle neck, does not dispense properly through the pump, oxidizes visibly, or creates residue around the closure. I therefore prefer to evaluate the formula in packaging that is close to the intended commercial pack rather than judging only from a temporary laboratory container.
Step 5 — Compare the Commercial Terms Behind the Sample
After the sample comparison, I would move to the commercial structure. MOQ should be reviewed together with the formula and packaging because the lowest advertised quantity may not apply once custom ingredients, printing, or bottle decoration are added. It is also important to understand whether the quoted formula is ready-made, semi-custom, or fully custom, since those models create different development costs and timelines.
Packaging should be broken down clearly enough to understand what is included in the unit price. Development fees, sample charges, stability or microbiological testing, documentation, production lead time, payment structure, and shipping assumptions should also be clarified before choosing a supplier.
I would pay particular attention to reorder terms. The first production run is only one part of a successful serum project. A growing brand needs to know whether the same formula, bottle, printing, and quality standard can be reproduced when it reorders, whether the MOQ changes, and whether raw materials or packaging need to be reserved in advance. A slightly cheaper first order can become more expensive commercially if the supplier cannot replenish reliably.
Compare the Manufacturing Process, Not Just the Sample
By the time samples are requested, the goal should not be to discover which factory can send the most attractive serum fastest.
